Golly gee, Uncle Steve. I live in a county which is rather NIMBY.  BUT 
... there are three AM stations on county-owned golf courses and one 
AM/FM on a private golf course.  Two stations are diplexed on a single 
tower on a county golf course. The other station on a county golf course 
has two towers. It is in a very upscale area, as is the AM/FM.

Look into the precedent in Montgomery County, MD.
