It'll never happen, but I think a solution to the NIMBY problem is easy, IF they would do it.
If a municipality objects to the necessary placement and construction of cell towers, using unreasonable rules and regulations, tell them that if they are given a hard time and forced to spend huge amounts of extra money, they will discontinue ALL service to that municipality until the bullsh** stops. Then DO IT!!
A few days without cell service will convince the stupid idiots that living in the modern world requires some COMPROMISES. Nobody died and promised them they will live in Paradise.
