I believe all Public Radio on-air operations are non-commercial. I
suspect the revenue, if there really is any, is coming from a few
people willing to become contributors because previously unavailable
programming strikes their fancy. If the station were Commercial,
there aren't enough receivers to cause an advertising agency or even
a large local retailer to pay more than a dollar a holler with some
bonus spots thrown in..
NPR stations in my area have peppered the area with translators. That
makes it very difficult to pinpoint where the revenue was triggered.
Also, I'm not sure where the claim came from. If it came from an IBUZ
cheerleader or the HD Dominion I'd want to see the books. There's
been so much deceptive hype about this "revolution" that sources are
questionable.
