There sure are exceptions. I've heard from several Public Radio 
stations that raise a lot of money beyond their protected contours. 
Some even help fringe listeners install antennas. I think the 
interference is far more damaging to noncomms than Commercial 
stations. Advertisers don't buy the fringes. A single wealthy 
contributor is far more important than a few listeners on the fringes 
are to Commercial stations.

They knew what they were doing, especially in major markets. Small 
markets need every set of ears they can get. Don't expect any 
interference protection beyond your protected contour.If I were still 
a PD in a PPM market I'd get credit regardless of where the listener is.
