First of all, a T-1 is considered to be a high reliability service.
So, you won't have extended outages. They treat T-1 service
seriously, and you won't generally have any extended outages, if any.
My second point is that Mosley is a good company, and when you call in
to complain, they are going to pick up the shipping for units they
didn't fix properly.
It is best not to have all your eggs in one basket, so having only a
RF STL isn't great, nor is having only a T-1.
I suggest you send your 606 back again, after talking to them on the
phone, and express your displeasure that it hasn't already been
fixed. I believe you will see them fixed in short order, and you
won't pay for shipping.
I would suggest that if $350 a month for a T-1 is OK, and if the
station cannot afford that, then there is something else wrong.
Some things cost money, and being on the air costs money.
If they cannot afford it, I would get my cash up front, as you may not
get paid.
