Alternatively, use the extra 12 MHz to swap out the 80-90 stations - any 
short-spaced 80-90 (there's one here, forex) is "move-it-or-lose-it" 
territory.

Once THAT'S done, then there should be room for Sole Proprietor L1s or 
even (250 watt) L0s.  Disallow any translator application that does not 
propose to fill in a LOCAL station.  Keep NCEs in the reserved band, 
including translators.  Oh, and the contour distance for an L0 would be 
18 km. (250 watts at 100 meters = 18.5 km to the 54 dBu contour)

And put Eureka 147 on Ch. 2, 3, and/or 4 - 56 - 72 MHz.

Allow new translators that propose to "fill in" a Class D AM station's 
night-time service area to match the daytime service area, to the 1 mV/m 
contour.  (This may involve several translators, if the Class D is 50 kw 
D...
