Those ignorant of history (such as the people that run most Telcos
today) are doomed to repeat it.
The decision by the Telcos to go back to "Local Battery" operation has
taken Telephony back by 100 years.
ISDN BRIs at least one station in New Orleans kept working after
Katrina.
ATT customers on Wall St had service from the 5ESS switch underneath the
twin towers for a matter of days.
Remember, unlike Wall Street, Telephony is still largely regulated. In
particular, I suggest you ask your state public utility commission why
it is that businesses in your state get worse service than elsewhere.
You may find out that they are still required to do so under the tariffs
and force them to provide what you are paying for.
I would NEVER believe anything Verizon says without checking it out
myself first.
