[BC] recommended fluxes for silver soldering ground system/radials?

Skip the flux stuff. Use Sta-Silv or something like it. Get it at the
welding or HVAC supply houses.
Use acetylene torch for copper bonding, and use Cad-Weld for bonding to
ground rods. Anything else is going to be trouble.
If I read your note correctly, I think you're referring to 2% silver solf
solder. If that's it, skip it, use the stuff that requires an acetylene
torch.
