[BC] Proposed new tower regs.

Makes me wonder where the OBS markings were that the ground crews usually 
place... we call in the GPS stuff for the LZ to bird, also place markers 
(either crickets or smoke) on the ground, even at the VFD level here, so, 
with a dozen spotters and all that it still is the pilots decision to land 
or not... pilot error? all the markers in the world can't change that...
