[BC] Phone Ringing Causes DSL Disconnection

Do you hear it on your phone line itself as a manifestation of cross talk
from another line or does the problem occur when your own phone line
rings?

It really sounds like a facilities issue which your ISP is not obligated
to maintain.  That falls to the telco people.
