Since when HAVEN'T Las Vegas hotels charged extra for WiFi? In fact,
they are some of the most expensive for WiFi.
Best Western doesn't charge extra, but they were early with Internet,
installing 10 Base-T in a few rooms near the front office long before
there was WiFi.
HOWEVER, I wouldn't board a dog at the Best Western Mardi Gras, which
isn't far from the Convention Center. If I absolutely had to stay in
a Best Western, I would stay in the Best Western Pahrump Station, in
Pahrump, about a 75 minutes from the Convention Center in Pahrump.
Many of the Choice Hotels did the same thing, Ethernet in a few rooms,
and long before WiFi.
It is much easier now, but I use to go to:

for a coffee and WiFi. Nice people and good coffee.
I would also drive by libraries.
Now, of course, more, or most of the mid range hotel chains have WiFi,
but nothing near the Convention Center.
Red Roof is a bit of an exception in that if you pay the extra $10 for
the larger business rooms, which have larger TVs, a desk, often a
recliner, a mini-fridge, microwave, and sometimes a toaster oven, also
include a card for 24 hours of T-Mobile WiFi. Sign on "late" when
arriving, and early when leaving and one can generally end up with an
extra card over a two or more day stay.
Heck, most McDonald's have free WiFi, and if you get a Starbuck's Card
you get two hours of free WiFi every day (though the terms of that
agreement allow AT&T to SPAM you four times a year).
