Probably.  That was the case with the recently-defunct
WATO here in Oak Ridge, Tennessee.   With nighttime
directional array using three towers they were running
500 watts.  Using one tower they were forced to run only
15 watts.   They were "in the noise" of other stations on
that channel an hour before sunset at a distance of 8 miles.
