[BC] FM in Cell Phones

I don't believe that is how the handsets would be designed for this 
purpose - I did
state that the system would have to be implemented properly.

Personally - I would love to see a scanning reciever on the NOAA weather 
channels,
and enhance the NOAA system some for better coverage.   Have a blanked SAME 
code
that would work anywhere, and use that SAME code just on the towers that 
cover the
affected area.
