IIRC, this site/tower was scrapped-along stations locating in the spire on the
WTC. My friend is in charge of construction at the new WTC site and they
didn't even bother spending the $$ to get the spire tested at Dielectric, as
no TV or radio broadcasters are interested in the WTC site any more. They are
happy being at Empire and/or 4 Times Square.

I think the tower was a "Johnny come lately" because the refinery was there
probably before Bayonne. It happened in the early '70s. It is likely that
there were concrete footing problems because the soil is so polluted and
acetic.
The real scary thing is that there is ongoing construction of a 2,000 ft tower
