[BC] CP's - built and unbuilt

The article I posted about the University of Wisconsin Parkside radio
station being shut down (and the discussion here, stemming from that
article) just put an interesting question into my mind. (no jokes,
please!)

Does the FCC (or someone else?) keep statistics on CP's in terms of
whether or not they are eventually built, and put on the air?

I imagine there would have to be several different statistics - FM
station CP's, FM translator CP's, commercial vs. noncommercial, etc.

Just throwing this out for discussion.
