Sounds like they need to explore the 'ol HD-2 to analog translator
trick or something.  Where there's a will and a few bucks, there's a
way to get around the red tape I always say!  If all else fails, just
contribute heavily to the leading political 'leaders' pockets somehow
and they'll make all those cumbersome lawas physics change by magic
and a frequency will appear out of thin air.  Well.... At least that's
how the wireless boys are going to do it with their stealing of
frequencies from TV. LOL!
