[BC] Question re: old RPU license

I recall back a couple of decades ago Al Weiner used a frequency around 1620 to broadcast with under an RPU licenses until they told him he couldn't in Yonkers, NY.
 
Another incident on one of these frequencies was in DC. When I worked for the Satellite News Channel, the DC bureau used 1620 for their return feed because it wasn't a broadcaster. They had a license for it under one of their TV stations (Group W and ABC) and they were raided by the FCC they thought they were a pirate.
