If she is planning to run under Part 15  good luck they will never be happy even if it just one mall.  Many cities are using the TIS service with AM. They have a hard drive system for local announcements, Traffic reports, station ID's, special civic meeting notices,  police and fire fund raisers all inspersed with the NWS weather reports, 5-8 mile coverage.
