Paul told me offline that the reel says optical cable on it. He also believes
it says Commscope.

This means that it's likely cable TV fiber.

Whatever it is, it is likely to be FAR more valuable in its present form
than if sold for scrap. Please try to identify it if at all possible. If it
isn't marked on the spool somewhere, can you see the cable itself? If it's
got one of those carboard covers, tear into it.
