In a smaller city, the permitting office should know who that was, or, 
possibly the local natural gas or power company.

If that doesn't work, determine what it is (copper? fiber?). Possibly 
with a lawyer's assistance, publish a "it's ours if you don't come get 
it", wait the required # of days, and sell it for salvage.
