BTW, there is a Lorentz force associated with all currents in conductors that tends to increase the current flow near the surface. However, it has a dimension of ampere-seconds, so at 60 Hz the force is much lower than at, say, 100 MHz --basically inconsequential, but still there.

That is the best skin effect and the more skin the better! However, the
poor clods who design power plants think that there is skin effect at 60 Hz,
so the busses from the generators to the transformers are tubular. But what
do they know?
