"Am currently staring at a photocopy of an advertisement from Billboard
Magazine (5 August 1944) for WOWO/Fort Wayne.

It says: "listen to Hoosier Hop.  It's on the Blue, every Saturday
night at 11:00PM, E.W.T."

I have figured out that "E.W.T." is Eastern War Time, which was GMT
-4, year round.

Is "on the Blue" a reference to the NBC Blue Network?"

NBC had divested itself of the Blue Network the previous year, so it would not have been an NBC show.  The Blue Network was renamed ABC right around the time this ad would have run.
