Site picture: If you lift the tower slightly and then drop it, does it it slam to a hard stop, or does it bounce up and down against the bottom supporting wires?
In the subject case, you don't need to lift all the tower's weight, just a tiny bit that bounces at the same rate as the spring-load formed by the bottom saddle. The result will be increased energy storage and increased bouncing until the friction losses equal the input energy. That tower is ALWAYS in motion when the wind is blowing!
