I believe the tower folks use the phrase "Up and Out" to mean that vertical bolts go up, so the nut is on top, and horizontal bolts point out, so the nut is exposed.
As for BE boards and RF...I wonder if the studio I built in Costa Rica back in 1986 still has what I had to do to make that board work. The studio was in a correspondent's house fairly high up a mountain, with lots of rock but not much earth. Never did quite figure out where all the noise came from,,,but there was always a nasty whine in everything. Working through the correspondent as a interpreter, we ran several rods 8' into the ground where we could find soil a few feet deep, then ran some #6 jumpers on the surface, and lots of little bonding straps and sanding of painted surfaces at the board. Made a catch for the lid to keep it tight. Put knots in all the audio wires. When we got done, the audio worked ok but the meters just read something all the time.
