I would like to file a comment.  Where can I find text of the 
proposed Rule Making?

I have been searching for Dkt No RM-11565  and report #2899 and I am 
not finding what the FCC has published and is willing to receive 
comments about.

I receive this forum by the SUMMARY so a direct e-mail to me would be 
good.  Then I might get the info in time to read the documents and 
create an intelligent reply.
