Not sure what you mean by Certified.  

I would never put up a tower built by a 
welding shop, but brand name used towers are put
up all the time, and insured by companies like Atlantic
Risk with no upcharges.

I have NEVER had to show certification of welds, etc.  Maybe
as built drawings from the manufacturer, but certification?  

Most of the time a good used tower put up fresh is in much better
shape than a LOT of towers that have been in the air 20-30 years.  New
anchors, new guy wires, inspection on the ground and as built, new
hardware, etc makes a tremendous difference.
