[BC] WBZ low power

"I think WBZ has been running low power for at least a month. Does anyone know
if they have technical problems or are just trying to save electricity."

I've been told they're painting the towers in Hull.

"Also, have the rules been changed so that a station licensed for 50 kW can run low
power on a more-or-less permanent basis?"

47 CFR §73.1560(d) provides that a station can operate at less than 90% of licensed power for up to 30 days without authorization from the FCC, but must notify the FCC if the low-power operation exceeds 10 days.
