Something is not right in that system.  If 2.48Ghz has such terrible path
loss characteristics as a result of simple fog, it wouldn't be as widely
used on paths as much a 10 times that length with 99.9999% realibility.

Even 23 Ghz systems don't experience such terrible fade issues except in
heavy snow. And ENG systems which operate adjacent to or IN that spectrum
(ENG channel 8 is at the low end of the Part 15 802.11 band) has zero
issues.  While ENG is 20dB or more potent iERP as Part 15, they run paths
up to 30 miles in raging snow storms where path loss is FAR worse than
simple fog.
