Laura will probably chime in on this as well, but as we understand it
(as long as its a minor change) after October 27 any NCE station can
apply for a construction permit to change facilities ignoring any
previous analog channel 6 facilities that now have non channel 6 DTV
channel assignments. Major changes and new applications, of course,
will require a filing window. The verdict is still out as to how the
Commission is going to treat LPTV/XLTR channel 6 facilities (analog or
digital). As secondary facilities, it would seem these can be ignored,
but the Commission has recently dismissed a full service NCE application
because it didn't protect an LPTV channel 6 facility. (See the
