The NWS has a program which if a consortium of towns and counties get
together to fund the equipment purchase and installation, they'll then
operate and maintain the NWS transmitter. I've done that in a couple
locations. The last one in one of the fastest growng counties in the USA.
It takes a while...a few years...for budgets to be established and funds
set aside. But it can be done.
