George,

I'm going out on a limb here.  But, I see your solution as easy.

BYPASS THE BUREAUCRATS!  Get a station (Alert: Stevan White) in 
Amarillo to set you up with a bridged feed off their NOAA receiver. 
If you are willing to supply the streaming source (even an old 
computer should be enough!), I can't believe you would not find a 
station in Amarillo willing to help out.
