Agreed.

The real problem is between the keyboard and the chair.

But still, it doesn't matter.  In a past life, when we tried statewide
tests in Maryland, there was always at least one station that didn't
take it seriously in every area, and the tests crashed and burned.

The state of Washington seems to have a working system, using a state
police channel that covers the entire state.  I don't know of any
other state that does it that well.
