[BC] The real answer for EAS

When I first saw RDS at thee 1989 Atlanta NAB, it was immediately obvious
that it could be highly useful if incorporated into the EBS scheme. I
pointed this out to Angelo Ditty, then FCC EIC in Atlanta, and others, but
it seems that no one else "gets it".
At the very minimum, it could be set up to make daily or even hourly tests
of the statewide relay system with no interruption of programming.  But,
nooooooooooooooooo.............
