         But, isn't that the same problem we have now,
         with LP-1s and 2s that are not truly audible
         at night?  (One station was told to monitor the
         LP-2, for example, which runs 500 W after dark,
         but has a deep supercardioid pattern with a
         minima ... wait for it ... aimed right at the
         receive location. LECC was informed, but so
         far as I know, nothing was ever changed officially.)

         As many have noted, several states already have
         distribution models of varying robustness.

         On the national level: a tiny sliver of bandwidth
         would allow wireless distribution of emergency
         communications over any desired area. But it
         is apparent there is no political will ... or any
         commitment for that. It doesn't build kingdoms.
