I know of no fix for this distrust. The aggressive media reporters have
done the damage and it CANNOT be reversed. Once burned you respect fire
forever and will do anything not to be burned again. My though is only
if the EM reaches out do you have a chance at a factual dialog.
Otherwise, forget it... As soon as the EM sees you are associated with
media your label is attached FOREVER! No fix for this. That's why
after years IL has 6/102 county local plans. It is not fixable. That's
why I use the phrase, "We have not made what's in place work." CAP,
DEAS, nor IPAWS will NOT change this attitude. As Ann Arnold (TBA SECC
Texas) often overheard to say, "EAS is Broken." While Ann can't say
what is broken but is right to say it is broken. The FCC will not
acknowledge that state plans exist and will never deal with local plans.

Exactly my point.
I've asked this over and over in another venue,
and no one yet has responded with any
realistic answer about how to overcome this
major problem.

Again, exactly my point. And I should
be fair and mention that I am aware there ARE
a couple of fine EM folks that read this list.
It may be they despair of any real solution....
