[BC] Weather format

At one of the stations I jock at, the rule is as follows:

1. Weather Watch: mention at next scheduled forecast
2. Thunderstorm/Flood Warning: mention at next scheduled talk break
3. Tornado Warning: announce after every song
4. Amber alert: mention at next scheduled talk break

We don't hit the tones unless it's a RWT or RMT.  We're not the LP, and it's
not like the listeners have a decoder.  When you say Tornado Warning it
tends to make people's ears perk up.
