[BC] Two tones

Per part 11.51 (a) "The attention signal must 
precede any emergency audio message."

The attention signal is the two tone

Per part 11.51 (b)  "No attention signal is 
required for EAS messages that do not contain 
audio programming, such as a Required Weekly Test."

	One of our local LP's did not send the two tone 
on actual alerts, and our decoders received the 
signal, inserted the two tone, then joined the 
voice announcement IN PROGRESS.  The result was 
that the first 8 seconds of the voice alert were 
lost.  The LP has since added the two tone on all 
things that expect to be relayed.
I recall that both our TFT and Burk units cut off 
the message.  I don't know how a Sage or other 
manufacturer's unit would handle it but would 
expect the same problem since the tones are 
locally generated as part of the stations activation, not relayed.
