LPFMs are not required to cover their cities of license. Neither are
translators or class D FM stations.
Non-commercial stations are required to put a 60 dbu contour over at least
half their city of license, however waivers are routinely granted for good
cause...
Also, please remember thet HE filled out his license application-with the data
as HE built the station! There is no rule that says ANY station must operate
at the maximum hright for their class. The only rule that applies is that the
antenna has to be far enough from the public so they are not exposed to non
ionizing radioation in excess of the rules.

And his contour map does not even cover the city of license.
The article takes note that he "even dropped the height of the tower 20
feet". Yeah, probably because he is licensed for even less than 80?
