[BC] dueling algorithms and audio quality

A few years ago when Promo MPE first started working with radio
stations, we rejected their content. I had younger announcers who could
hear the difference between a Promo MPE cut and the CD.
Promo MPE ended up using a FLAC system, that my guys could not
differentiate the Promo MPE audio from direct CD.

But the gentleman at Promo MPE I was working with, told me about how
often, way too often, a music label 'person" would send Promo MPE a MP3
or variant as the file to send to all the stations. So then that would
be "upuncompressed", but of course, quality is gone by now. He told me
that this was a consistent problem, the recording label not wanting to
take the time to learn what was killing their quality.

    And so it goes.
