The Red Cross still has a 42 MHz frequency they use nationwide, but in many areas it's just used as a pager. Our local trucks here in Vegas all have the Low VHF whips and radio in place. I guess it makes for easy interoperability within that agency when trucks from many areas come together at a disaster, plus it does not depend on repeaters which may be out of service in the disaster area.
We even have a couple of 26 MHz frequencies (Not in the CB band ) within CAP, but I haven't heard anyone using them in years.
