[BC] Cop car antenna: Low band VHF?

Could be - without measuring it; it could also be 11-meter CB antenna; 
many State Police Agencies have CBs in their cars so truckers can call 
them - or they can hear truckers warning each other about the speed trap 
in the next county....

But an antenna for 27 MHz will look a lot like one for 35-40MHz at first 
blush/quick glance; the whips are, IIRC, about 90 inches for 40 MHz... 
which is about 18" shorter than a CB whip (108" or 102" with a spring - 
which I see one of which in the picture...).
