[BC] Cop car antenna: Low band VHF?

Looks to be.. Possibly in the 35-39 Mhz area just guessing from what I 
can see of the whip length.

Those old AS ball mount quarter waves were tough as nails! roll the car 
and it's still be working if the radio survived!
