Fred,
If that's a fee to have the antenna documented by the manufacturer,
it's well worth the money. Doing a FM antenna proof is very
difficult. In the real world you'll have to deal with reflections
from everything including the ground. Measurements of this type are
usually done at 30' above ground elevation; is quite time consuming
and expensive. When you've finished you'll think that $10,000
would've been a real bargain.
