My guess is they don't think they can collect from them. Just like any
"good" little parasite, ASCRAP/BMI/RIAA, etc. likes to suck blood from an
easy host. Pirates are too hard to collect from in most cases.
Let me draw an analogy. A non-citizen driver with no license that gets
stopped is more likely to get out of a ticket than a normal citizen that has
a nice car and a license. They have something to take away from those of us
that are legit, so they almost can be assured they'll get their money. They
know where we work and live, so we are easy to find. It would take the same
amount of paperwork or more to mess with the non-legal and there is no
likely monetary benefit. Cities like the money. It's always about the money
and how easy it is to get out of a guy. The record jerks are just the
same. They are looking for a nice, juicy host to get some blood from.
Pirates in both cases are just too much trouble for little to no return.
