I suppose he could wait for those twice-a-year happenings, but what if he
can't? Or on the appropriate day it is raining? Or there's a full moon on
Friday the 13th? I agree that a foot or so of obstruction at the bottom (or
side, or whereever) of the dish is probably not a problem, as long as it is
within the bird's footprint. And anyone can look up this stuff on the net.
