The audio frequency response of all TIS systems on 530 through 1700 kHz is 
required to start rolling off sharply above 3 kHz.  The required suppression 
in decibels is 60*log(f/3), where log is to the base 10 and f is the audio 
frequency in kilohertz.   Response must be down about 13.3 dB at 5 kHz 
compared to the response at 1 kHz.

No FCC minimum or maximum limit is placed on positive or negative modulation 
peaks for TIS systems.

Neither are there FCC requirements to roll off the low frequency audio 
response, to transmit some minimum value of audio harmonic and/or intermod 
distortion, hum, and impulse noise, or to normalize modulation levels from 
different program sources.  All of that is left to the discretion of the TIS 
licensee.
