Paul,

Do check with your DSL provider.  Many are offering dry DSL, which gives you 
Internet without a voice line.

Another option you may consider is getting a cell phone.  If broadband is 
offered by any of the cell providers in your area, you could add unlimited 
data "tethering" to your computer, usually for $10-$20 a month.  You get 
broadband Internet speeds through your cell phone and you get a good phone 
plan that you can have anywhere (with your free long distance).  Tethering 
can be done via Bluetooth or USB cable.
