Wouldn't that be ~possible now without a formal FCC change of Part 73, via
the design and setup of the station's modulation processor (Orban etc)?
The FCC requires analog FM transmitters to use 75 µs pre-emphasis, but that
doesn't force any particular frequency response curve on the program audio
that is broadcast.
