Wow, they must really not trust your first responders. Level 1 
(awareness) is all about how to read the ERG (Emergency Response 
Guidebook). We still call in the number just to make everyone else 
have to look in their books, but we all have them.

The only limitation is due to the cost of the books. I think they are 
like $7.00ea and when you're buying a couple hundred it gets a bit costly.
