If a monitored station is FM, there is one thing to check.  Have them make
sure that the audio wiring phase is correct on the input and output.  A
local station has audio phase flipped going into their EAS box and also
flipped on the output.  Normal through audio is inverted twice which works
fine.  EAS audio originating in the box is sent out of phase, and cancels
when summed into mono.  The local station doesn't seem to want to fix it, so
I just use one channel to monitor.

I did send this to their engineer, but it was ignored.
